All the innards of GSM are standardized by ETSI.org.
So you can just ask there or flip through the specs here:
http://www.3gpp.org/specs/numbering.htm
IIRC, the time is synchronized every time (;-)) a terminal device locks
to a cell (switch-on or handover).
