Frank,
The standard commercial tablet of plotting sheets needs to be finished off with longitude meridians to cover the region of the navigator's DR position. I count that as plotting sheet construction. I would be reluctant to remove this skill from the top ten list. Amplitudes are redundant and can probably be dropped to the bonus category. I will stick by being proficient with 229,249, and calculator even though the calculator is most likely to be used. If I had to choose then it would be the calculator (trig solar powered).
