One could even argue it's misleading to a novice, since the numbers are really 1.1, 1.2, etc. In fact, the Faber-Castell 63/82 marks the graduations that way, up to 1.5. Between 1.5 and 2.0 are no numbers. They would be too crowded, since this is a 5 inch rule! Incidentally, the usual style is to put the little numbers beside the graduations, not on top of them.
