I was advised to have a look at GNUPlot - a very powerfull utility for graphing calculations' results.
In the hands of a skilled operator it definately is capable to create scales for any type of slide rule. Right now I'm studying it by an attempt to create a planisphere for my lattitude (with my favourite set of stars and labels I like).
