    Ah. Good question! That was direct from the original image caption of this beautiful scene. We can take that month as a given. The date +/- a day at most (and maybe better) is constrained by the logic of lunars. 

    And you asked:
    "How near is 'near'?"

    I should have specified better. By near here, I meant "near on the globe". To be more specific, let's say +/- 2.5° of latitude from the Tropic of Capricorn.
