What aggressor (with the possible exception of North Korea) would knock out their OWN navigation system as well as those of other countries??
If one country's NavSats are knocked down, you can bet they would knock down the NavSats of the agressing country. It is reasonable to expect a lot of collateral damage.
Ignoring state level conflict, a direct hit by a CME would like as not destroy the all the NavSat constellations.
