So the seat of government for the US Continental Congress started out in Philidelphia and remained their until about 1785 when it transferred to New York. In 1787 the constitution was ratified by enough states to go into effect so the Continental Congress was replaced with the Federal Congress. In Mid-1790 the Residence Act was approved to establish a capitol district separate from the individual states. The city of Washington, DC was established in 1791 and construction began shortly with occupation by the government sometime after.
