I didn't enter that date. It comes pre-populated that way when I clicked the link. I am able enter dates in the same format. If I try to enter 03/13/2023 it gets changed 03/12/2023 and interpreted as 3 Devember, 2023. DD-MM-YYYY is the way I display dates on my PC so presumably they have accessed my configuration somehow. Nevertheless if the instructions say one thing and the application does another that would seem to an issue.
I also find that if you enter the time on the 24 hour clock it gets converted to the 12 hour clock with am and pm appended. All this seems very strange for something coming out of USNO Astronomical Applications Department. Presumably most visitors to the site would be expecting to enter the dates and times in a format that is consistent with standard scientific conventions,
