ICE 0.51 covered the years1801 to 2049, see https://www.pssurvival.com/PS/Navigation/Celestial/A_Short_Guide_To_Celestial_Navigation_2004.pdf. As Frank Reed suggests, multiple ephemera are supported.
ICE was discontinued, and is no longer supported in any way by the Naval Observatory. It is in the public domain. See https://aa.usno.navy.mil/software/docs/ice.php
I couldn’t find the source code for ICE. Source code for NOVAS is available in Fortran, Python and C. See https://aa.usno.navy.mil/software/novas/novas_info.php.
