just tried going to the USNO DATA site, can get to the site fine and even to the specific screens for computing things like sidereal time and moon phases, but when I tried to "compute" the data I got:
"the website declined to show this webpage" -- which in most liklihood means their system is down or not responding. Of course "decline" could imply they just don't want to show the info, which would be arrogant on their part.
