The USNO's new algorithms are contained in the following

All of these papers are by George H. Kaplan of the USNO.
The Algorithms are incorporated into the Navy's new program
called STELLA. STELLA, as far as I know is not available to
non-DOD people (ie us!).
I got these papers from the USNO's paper reprint service.
