The long before lat format may also be common in surveying. In an explanation of how to define a location on a NZ topo map it states that geographical coordinates are to be given in lat, long order. However grid coordinates are to be given as easting, northing. Of course these days it is unlikely that somene seeking help would give a grid reference - instead they would quote what was displayed on their phone gps.
