Marc, a complete evac should be possible in well under two minutes, so there's a
limited amount of time needed for rethinking the door. More importantly, one
doesn't open the door if there's any sign of fire outside of it. The main
problem is stampede--or lack thereof. In the time it would take to refit a door
(with, mind you, 100 people pushing forward and blocking access to it) they are
in theory all off via the other exits.
I'm sure we could make it more complex, but the flat policy is "hold onto the
door, obstruct the exit with it all the time and every time". Remember that
policy was set by the same folks who set the two policies that brought us the
9/11 attacks: Remove the sky marshals (they cost too much) and yield the cabin
immediately upon request. Those two policies were in effect *only* in the US,
both promulgated by the US airline industry. Same folks who wrote the wing exit
policy. (These are hatches, not hinged doors. The trend on newer larger aircraft
is indeed hinged doors whenever possible.)
