The Mr. Black she mentioned was a Department of Commerce official who was aboard Itasca to represent her at Howland. Pearl Harbor had an aerologist standing by to support that leg of the flight. Weather observations along the route were transmitted to Pearl so the aerologist could generate a forecast.
