Using a standard second surface mirror will work, but accuracy is limited by the double reflections at low altitudes. First surface is not that expensive and worth the price.
No cheap levels have worked for me other than the Empire Tru-Blu, rated a t 1.7 minutes. By reversing the level end to end it is serviceable but don't expect much accuracy nearer than 2 miles or so.
