Bill,
Not sure what you have done. If near the prime vertical then the azimuth formula will give a more accurate result if LHA(t) for the assumed longitude is adjusted to the LOP EP longitude and Ho substituted for Hc. This would only be done when the calculated azimuth is needed to tenths of a degree. If making an observation exactly on the prime vertical then knowledge of exact latitude and declination is required for the formula sin Hc = sin d / sin L
