Fifteen degrees per hour is the standard for the sun. Since the earth goes around the sun, and must obey Kepler's laws, the speed varies with the distance from the sun, which is not constant. and varies from 91.4 to 94.5 statute miles. This ends up with a non-constant hourly rate near the standard fifteen degrees per hour and the differnce is accounted for by use of the "v" correction tables.
The standard rate for the sun is 15 minutes per minute, one degree every four minutes.
Aries and the stars that move in lockstep with Aries move at a constant 15 degrees, 2.5 minutes per hour, which is the same as 15.042 degrees per hour. This is a constant.
