I think you are a little confused.
One second of TIME is .25 minutes of arc. The Nautical Alamanac was ( and still is ) for Navigators. When using a hand held sextand on a boat and timing your shot you usually record TIME to one second.
Cel Nav is not GPS or surveying. How would you time a sextant shot to better than one second? If you are on land using a theodolite or total station and are using a 1/100 stopwatch then do not use the Nautical Almanac. Use MICA or the JPL on-line Horizons.
