So I was right when I said, "I know of no other program that even attempts to reproduce the Nautical Almanac values for the hourly GHA of the Sun." Now I know of one. Based on that value, I would have to say that Astro-Nav does try to reproduce the Nautical Almanac values, and possibly, even probably, better than Celestial Tools.
According to my records, I downloaded the free version of Astro-Nav in August of 2011. The free version only works for the year 2008, and the 2008 Nautical Almanac is missing from my collection, so I did not continue investigation. Mea culpa. However, I did contact them regarding discrepancies in their Increments & Corrections tables (as apparently you also found), and, though they did respond, I was not completely satisfied with their answer.
