Your Hick's scale shows 39' off the arc clearly on the enlarged image. The Troughton & Simms did not show as well.

I suspect that the museum wouldn't like to see you cleaning the scales but I can see the marks on my J. Hicks box sextant. As others have said, it's very difficult to pick the one set of marks that line up and I have to pick marks on each side that don't line up and mentally split the difference.
