Yes Gary,
Lord Kelvin's Balls (or Kelvin's Balls) was the term I learned as a youth and does refer to the quadrantal correctors. It was a colloquial term. I do appreciate that its usage is probably archaic now and was more of a British (and British Commonwaelth) term than American.
(And for the children at the back of the class, the term was used, as taught to me, without any hint of humour or innuendo.)
