Because amplitude is not the same thing as azimuth at sunrise. Sunrise is when the upper limb appears on the horizon at which point the center of the sun is still 50' below the horizon. Amplitude is measured when sun's center is on the celestial horizon which then appears to be well above the natural horizon. This happens some time after sunrise and during this period the azimuth to the sun (in July ) is shifting northward.
