In land navigation I was taught essentally the same rule as you just stated. 65 of my paces is 100m. A pace is every time my left foot hits the ground. A step is everytime a foot hits the ground. So 65 paces is 130 steps. As far as I can tell most of those pedometors count steps not paces. I think the main point of using pacs in land nav is to keep the numbers down so you don't have to count as high.
