What happened to the leap second?

I am feeling grumpy.
It is the 1st January 2017 in zone -13 (NZ daylight Saving Time).
At 1100 I recorded the time pips on the radio. There were the usual six pips.
At 1300, with great excitement, I recorded the seven pips. Or so I thought. When I counted there were just six! What happened to the leap second? I am sure that 1300 (Zone -13) is midnight UTC.
To make matters worse there was low cloud and rain outside so I was unable to watch the sun jump ahead 0.3' (that from the GHA Sun interpolation table).
