John, I suspect you already know the answer to your question which is no, of course not. I suppose that having the time and the tools to get the best fix possible has something to do with it, so why not. These conditions might not exist in a small craft or a biplane trying to find a speck in the ocean.
I once sailed (in a ship) from the English Channel to Jamaica, via the Mona Passage into the Caribbean. We had overcast conditions for the entire ten days, hence no sights, but still managed to make a reasonable landfall with the late, scant help of one or two not very great DF bearings.
One important reason that comes to mind is the daily gamble on a passenger ship's run, noon to noon. ;-)
