With so many objects in your table of data, this one is easy. We see that Achernar is nearly due south of us close to the meridian. So convert that Hc to a zenith distance, add it to the Dec, and we get the approximate latitude. Then look at Altair in the west, and we get an approximate longitude (distances are easy this close to the equator; for Altair the zenith distance is nearly the dlongitude). Next we hop into the USNO web app with that "DR position" and do a simple "up, down, back, and forth" search until the altitudes match up. As in the image below...
