    I cannot believe that an otherwise excellent calculator would have such a design deficiency so what am I doing wrong?

    You are doing everything correctly. I see the same [mis]behaviour on my fx-85ES: if the r  value exceeds certain length (i.e. is not equal to, say, 1 or 0.5, or any other "nice" value) it is not possible to edit the Pol() formula any more, sometimes even the history becomes unscrollable too.
