The US regulations that Gary posted apply only to US certified airlines. Every country has there own regulations that are very simular. An international body called ICAO publish the agreed-upon international rules. New Zealand and Australia are members of ICAO.
If you look at a globe and the route there are a lot of landing airports. The Cook Islands, Easter Is. etc dot the Pacific. Rember, in a four engined airplane you can be three hours away from an airport - about 1600 NM. Looking at my globe, the route between Sydney and Santiago never goes south of 60 S.
