Hi,
Airships, rigid and non-rigid, had a service ceiling of about 5000 feet and probably cruised much lower, depending on the prevailing winds and cloud cover. My copy of HO 211 lists height of eye up to 1000 feet, probably well within the cruising altitude at any given day.
