I went ahead and plotted the data from my Pub. 249 reduction of the zero-altitude shot. It is attached as Image3. Given the ambiguity around the actual time of sunset, I am satisfied that the basic method works.
So there is no problem with the use of Pub. 249...only with the Bygrave equations.
