    A mirror floating in water will not be strictly horizontal.
    This will depend on the exact shape of the floating pads, and I suppose
    it is impossible to make pads to the required accuracy.
    
    That's why there are mainly two types:
    with mirror standing rigidly on legs and adjusted with bubble levels,
    or using a liquid surface.
    
    But not floating mirrors.

    Randy,
    Had you considered putting foam pads on the corners of your fs mirror and letting it float in water?
    The assumption is that the fs mirror is a consistant thickness and the foam 
    pads each would be cut the same size.
    What do you think?
