Hasn't Jim said that the wrong way round? From a fixed longitude, the time
of meridian passage is unchangeable, affected only by the rotation of the
Earth and the position of the Sun.
What changes, depending on the North-South speed of the vessel, and the
North-South motion of the Sun in declination, is the time of highest
altitude.
