Try popcorn or bread instead of styrofoam.
The fine is way less if you get caught.<G>
I think you'd need a way to measure how far aft the
jetsam was, and the angle out to it, to get a real value for leeway. I suppose
if you used a large enough ball of popcorn (caramel corn?<G>) you could
measure the angular diameter of it to find out how far away it was....but at a
certain point a GPS really DOES start to sound
attractive.
