1) The predominant answer assumes that the question requests the location on the surface of the earth, directly below the implied satellite that took the image.  

2) Peter makes the assertion that the photographer is onboard the satellite, since that is where the image is implied to be taken from.  He then finds another, crisper image, in which the image is attributed to one Vitalij Cerepok.

Looking up the artist who created the image, I find image after image of the earth, in various orientations, superimposed on a white background.  The image in question is obviously another photoshopped creation.

"Where are you?" 

A) Cannot be on the surface of the earth.  All previous renditions of this game request the location of the photographer. 

B) Cannot be aboard the satellite, since it is clearly at high altitude.  The only humans at approximately that altitude went to the moon.  So in Mission Control?

C) Probably not in mission control, since Cerepok is an artist and IT specialist.  Artists may be associated with a space program, but are not necessarily located in the facility.

D) A search for V. Cerepok reveals his linked in profile and states that he lives in Lithuania.  

Where are you?  In V. Cerepok's visual software program, in his computer, in Lithuania.
