So we have narrowed it down to 1967 to 1969, close enough?
Since the original H.O. 249 was published in 1951 and 1952, it is probable that H.O. 229 was the first table done by a computer. We know that recent editions of H.O. 249 were done by computer based on the errors I found in it two years ago. https://navlist.net/m2.aspx?y=200811&i=106533
