My 1966 Bowditch makes no mention of 229, so presumably it didn't exist at
that time.

Bowditch (1962) states that H.O. 214 was published, volume by volume. between 1936 and 1946. A.N.T. was published in Britain between 1938 and 1944 and the first 14 volumes of the American version of these tables, H.O. 218, was published in 1941.
