Attached are the explanations for tables 12 and 13 from Bowditch. I interpret the explanation as the distance along the earth's surface with an adjustment for refraction ( The mean radius of the earth is included in the formula ).

Regarding Bowditch Table 12. Distance of the horizon and Table 13. Geographical range:
Perhaps splitting hairs. Are the distances given by the formulas line of sight or along the surface of the earth?
