You wrote that the Explanatory Supplement was one of the astronomical resources spelling out that the "whole world switched over [from the Julian to the Gregorian calendar] in 1582".
I do not know which of the three editions you are citing from but it certainly cannot have been the first edition (1961) which, in the detailed section on the Gregorian calendar, clearly explains that the year of the calendar switch much depended on local religious beliefs and politics.

The 1992 edition of the same publication is less detailed in this respect but does acknowledge that the calendar switch was a long process of time.
