Lu, it seems there are very few people making them, i.e. one mfr for the whole US east coast. http://www.sailnet.com/collections/articles/index.cfm?articleid=doolin0010 You might try asking the USCG OAN if they have any terminology for it, or if they just order a "sea buoy" in a certain size and let the vendor fabricate it to an internal design.
