The way I read it the reliance on the iPad was a PART of the problem. They relied on it for AIS info in lieu of getting the radar running so when it dropped out they lost track of surrounding vessels. I agree that it was not a major contributing factor since things like not keeping track of where they were, not having a radar reflector and the other vessel moving too fast were significantly more important.
