At 16:00:00 UT1 Venus GHA = 015°38.4' , Dec = N 24°20.2' .
These values do not match by quite far the ones you have indicated for 16:00:00 ( 015°24.1' , N 24°34.6').
Let us continue with your data :
From N60°06.6 E 029°56.8' with Height of Eye = 3 m , standard Temperature and Pressure
Venus 16h04m30.0s UT1, H = 42°00.4' (i.e. value corrected for instrument error), get intercept = -1.1 NM (away) / Azimut 243.1°
Venus 16h21m55,0s UT1, H = 40°01.9' (i.e. value corrected for instrument error), get intercept = -1.5 NM (away) / Aimut 247.7 °
Both intercepts look reasonable and quite good actually.
Hence my suggestion would be first carefully re-checking your Venus data for GHA and Dec.
