The reflective surface need not be liquid. You can also use a mirror to reflect light. Consequently, Artificial Horizons can also be made from a mirror. The surface of the mirror is brought parallel to the horizon by two levels (or one used twice) placed orthagonally. Look up Freiberger Artifical Horizon on google for one such example
