    Sadler Technique

I came across a reference to a method of getting better results with H.O. 211 when K is between 82º and 98º.  It was called the Sadler Technique.  I assume Sadler is D.H. Sadler of H.M. Nautical Almanac Office (although in another place it was spelled Stadler).

Can anyone tell me anything about it?  I think I can figure out how it works, but I cannot find any other detailed reference about it, and I am curious as to why there appears to be no mention of it on the web or in any book I have checked.
