That report got a bit of social media attention, but by my reading it's nothing. Just a "be prepared" statement with some generic suggestions about some technologies that would be nice to have.
Section 6.2 says:
6.2 MCA continues to engage with IMO member states to establish the standards and proliferation of alternative sources of PNT internationally. Alternatives to satellite derived PNT under development in addition to eLORAN include but not limited to; VDES R mode, use of 5G (mobile) networks, Automatic visual fixing, Automatic celestial fixing and inertial navigation systems. The MCA’s objective to improve the proliferation of PNT technologies which have different failure modes to GNSS.
Of course we do occasionally discuss future automated celestial systems, and they really should be available today if there's any market for them. Bill Lionheart two weeks ago wrote a NavList post aboud the possibility of meteor cameras for automated celestial. And yes, that tech exists now. I expect someone will market automated celestial devices like that. Maybe a Chinese company.
