As for the minimum angular distance between Venus and Mars, it sounds like something that might be listed in one of Meeus's books if you want a double-check on your number. I wonder what position on the Earth's surface would minimize the apparent distance, taking into account the small planetary parallaxes.

An interesting observation about Uranus, which (for a good reason) is hardly ever mentioned in CelNav context. Indeed, it will be slightly to the west of the (almost) new Moon’s crescent, so we’d be looking at the near-limb distance. After its semidiameter is subtracted from the centered topocentric lunar distance (based on the UT and AP given by Kermit), I get almost exactly 2 degrees, just as you said.

Thanks for the heads-up on this interesting conjunction. For your proposed lunar on Feb 22 at 3:00 UT, it seems that Uranus is also in the field, about 2 degrees from the lunar limb. A great pity that this planet is not listed in the NA :-). I'll try to get a photo if the weather is clear.Cheers,
