I think there is an error in that table, although it is the same as the one published in the old US Coast Guard manual. All the cells containing "0000", I think, should be in the "next day" group. At 0000, the date by definition must change to the next day (0001 is the next day, so practically speaking then 0000 must be too). And so at GMT 1200, how can the date be the same in Time Zones M and Y, when by definition the date advances one day travelling west across the IDL?
